About

CCUA is an Independent Special District in the State of Florida. The Florida Legislature created CCUA on October 1, 1994 by special act (F.S. 94-491) to manage the water, wastewater and reclaimed water systems in the unincorporated areas of Clay County, Florida. We also serve adjacent jurisdictions per specific interlocal agreements. We serve approximately 51,174 water, 47,023 wastewater, and 14,801 reclaimed water customers.


One of our core managerial philosophies at CCUA is the commitment to operate, to the extent possible, the publicly owned utility using the sound business practices of private enterprise. We are charged with the responsibility of providing our customers with the best long-term value at the lowest possible cost.


A second core principle is the desire to lead the way in improving the quality of life for the members of our community. We recognize our responsibility to be good stewards of our limited water resources and our environment. Furthermore, we clearly understand that the continued economic vitality of our community relies on an abundant, safe and economical supply of drinking water. We have voluntarily invested in the technology and infrastructure needed to accomplish these important objectives.
